It's been very cool to see the improvement, to say the least, with the CDC since the election but need to get smarter about the rules and how we inform people at every level. (Universities banning even solitary walks outside? Do they consult their own public health experts?)

How about the Pareto principle? Simple rules to cover the 80% of people who can't reason about the problem, and let the other 20% who care to educate themselves apply the underlying principle. To a layperson, non-compliance is an issue of politics not "absolutism".
