I mean, the virus had already spread around the world before we knew there was human to human transmission. I agree if we had acted in December or January, we could've done something, but I don't know how we could have.

You keep saying this, but there is scant evidence that this is true. You seize on the evidence you like, ignore the evidence you don't like. Respiratory viruses are very hard to control, and it turns out we haven't solved the problem yet.

I don't think she's wrong, but I think the "right time" to act to stop it was earlier than we could've realistically acted. We didn't know SARS-COVID2 existed until Dec. 31, 2019. The virus had already left China at that point and was spreading in Europe at least.
