Do you think that saying we *need* 70-85% vaccinated (which is *everyone* eligible over the age of 16) to even start going back to normal is helpful? Seems like unrealistic/impossible expectations for lifting NPIs might cause people to give up on restrictions

On the other hand setting high expectations for lifting NPIs might encourage more people to get vaccinated, so...could actually work, I guess

Complicated. On the one hand, the elderly at highest risk have highest demand (and can't get the vaccine). Otoh, some of the highest-risk younger groups have been underserved by the medical profession & we need to build trust. Otoh otoh some lower risk people seem less eager.
