Isn't the problem the audience? To whom are we talking: people reluctant or worried about vaccination or people who are excited about vaccination? The latter can hear the "you need masks" message but the former need to hear the plain "vaccination is awesome" message.

And aren't the people excited about vaccinations pretty receptive to conditional messages (X is safe IF you do Y) whereas the vaccine skeptics/worriers are more receptive to the pure risk message (V is risky because of W).
