Give appointments in blocks and have a first-come-first-serve line, too, and when they show up, we get name and phone number anyway and if you are prioritizing by age, look at their ID or or have them sign a single sentence affirming age or priority category, and vaccinate them!

How about: vaccinate priority groups during favorable hours but keep vaccinating 24h and offer off-hour slots to anyone, catching the highly vaccine-motivated in the larger populace. I bet we still don't catch up with the supply at this point.

Yeah. Right now, any detailed attempt ensure or certify prioritization is bottle-necking the supply. So they should tell people to show up & self-certify while we work off the supply with a massive mobilization. No prior clarification or forms.
