      When the hospitals, "custodians" of the state's vaccine supply, were done vaccinating their frontline staff, they could have contacted their state departments of health instead of rolling out to employees who never see patients. 4/x

      That's not where the problem lies; it's the overly-picky stupid prioritization that is causing delays and slowing things down. If you are vaccinating a place, makes perfect sense to vaccinate everyone, especially under these rules. The bottleneck is not vaccinating everyone else!

          That’s one possibility. Another one is that people should be building backlogs of work to do, to avoid running out of patients. I appreciate that hospital administrators might not be experienced in that work, but this is now what the job is

          I'm somewhat reminded of the age-old question of how to most efficiently board an airplane. I think one very simple (and quite efficient) method was to just let people on the plane at random. Vaccine doses sitting in the freezer are not saving lives.
