I don't understand why it has to be societal *or* individual. Every stage has both societal issues *and* individual decisions that need to be addressed. The rapid test can be a great thing on a population level, but on an individual level can be misleading.

Rapid tests are a societal solution, though, and examining them through an individual lens is misleading. We should, of course, explain to individuals how to best use them.

Actually, in my view the rapid test is the only positive attempt they seem to have made—it's the only intervention that had a chance to alter the inevitable in that very open network.
