(So not disagreeing, just saying that different tools should be evaluated at different levels, though of course the advice eventually gets to individual level).

They can be part of a societal solution, agreed. I fail to see how examining them through an individual lens when trying to inform individual decisions can be misleading. It's important to communicate both their value to society and limitations to individual choices.

Actually, in my view the rapid test is the only positive attempt they seem to have made—it's the only intervention that had a chance to alter the inevitable in that very open network.
