Also, so much of this goes back to how we have failed to create the kind of infrastructure we need. One can have a vaccine strategy that makes sense on paper, but without the logistics to carry it out it doesn’t mean that much.

That's a known unknown. Measuring or calculating air exchange rates is not exact and likely not done for >99% of spaces. Also depends on where someone is in a space.

One known is that we don't have the data or logistics to target individualized risk. Whatever scheme used will vaccinate a large # of low-risk (of exposure or death) people. So the question is what broad categories will capture the highest # of those at risk for the worst outcome
