It's not clear to me that the quote from the article was referring to a vaccine at all or mass availability.

Hotez was on record early in all this talking about how 12-18 months would be completely unprecedented and we should be prepared for it to take longer. I don't think additional time to mass availability even factored in.

I recently looked again at the timelines that the New York Times presented at the end of April, and it feels like ancient history.
