A huge number of people’s livelihoods, the ability to put food on the table, are tied to food and drink service. I’d prefer them closed, based on the science and risk, but there is a justification for keeping them open.

Right. Bars and restaurants should close and get a big bailout. But only congress has the money to afford that.
