Yes, I was in Marin a lot then as well (I grew up in Mill Valley) and seeing all the trails blocked off was both infuriating and heartbreaking. One of the problems was that early on right after the shelter-in-place was announced, people flooded West Marin.

There were issues of out-of-towners buying everything in the tiny markets in those small towns (like the toilet paper!) and as well as issues with traffic and crowding. However, after a week or two, trails and beaches should have reopened as having more open means less crowding.
