The point of outdoor dining in a pandemic is not to make you colder than you'd be indoors! It's to dilute the aerosols in the air that people emit when they talk or breathe: a higher risk consideration for indoor dining since one cannot wear a mask while eating!

The issue is that people are intersections of clusters. That office, that church, that grocery store. The two ways to keep this thing from growing are: * Contain to individual clusters and let it burn out locally * Reduce risk of transmission when those crosses happen.

Personally, I really don't think we should be describing small tents/bubbles as "excellent options" even for families/pods. Someone could be sick & asymptomatic/not know. Difficult to protect servers. Still need to air out after every use. Too many unneeded risks. Instead..
