Sclerotic & yet densely overgrown systems of control (with no funding) are handicapping any attempt. What sort of entrepreneurial spirit can overcome county control of education (in CA where I am) keeping individual cities/schools from pursuing other options?

Look at how little is happening! No federal action or funding or emergency laws to make anything possible. Just complete political abdication by Repubs; everything put on lower rungs... Schools should be funded like it's a fcking war. Which it is.
