It's definitely a case where we need the authorities to step up with guidelines for what filter/dilute means and what to do. They apparently have guidelines for specific types of places in Japan (one for restaurant; one for gym). I may try to get those translated as examples.

Unfortunately, it is not possible to install HEPA filters in the air handling units of existing buildings, as it causes high pressure loss. For this reason, UV-C application to existing air handling units is an easier solution.

No, it’s not. Getting portable air filters is an easier solution than UV systems that are poorly regulated, expensive, and unproven to work in these settings. Even portable filter units are out of reach for many schools so how can they install central UV disinfection?
