So much of the inequity is driven because we don't care to do even minimal legwork to help those with fewer resources.         Exactly. Their capacity is 50, yet here they were with just 10 or so. (There were more staff, lifeguards and cops on hand than kids). It would take so little effort to make things better for so many.

        City of Chicago still has all beaches totally closed, in addition to every public pool (both indoor and out), and recently chastised residents in diverse neighborhoods for opening fire hydrants.

        We don’t do “Minimal legwork” because government is chronically underfunded. The consequence is shoddy public goods and services.

        When the capacity is defined as one person per lane and even people from the same household cannot share a lane, desired capacity is reached with very little legwork.
