Yes, actually. Droplets evaporate and becomes smaller, and it is harder to keep those tiny things from coming in. Think of stopping water going out of hose versus stopping a mist going into your nose. No, they are large leaving your mouth and evaporate and become smaller which is harder to keep out. Easier to keep large particles in; very hard relatively to keep small particles coming in. It also says "well constructed", "well fitted" masks. What % of the general pop is wearing masks that fit those qualifications? So a well constructed, well fitted masks, which most ppl aren't wearing, still admits viral particles up to 5 feet out of the mask.
