If it were just locals walking/driving a POV to the beach & going home—not a problem. Tourists come and crowd tourist things: shops, bars, etc But, I agree, focus on building compliance with avoiding indoor congregation would be more effective than a beach prohibition.

But outings at the beach will involve people doing just this to get to them and businesses around beaches demanding to reopen. My town just reopened beaches because rules were unenforceable. People know what toavoid they just wont bother and now they have another venue to do so.
