We aren't sure when the infectiousness stops. 14 days is a guideline but there are cases to either side—some longer. I have to disagree that camps are low risk, especially overnight camps. My kids have been to YMCA camps every summer since they were young and my daughter was a counselor last year. There’s little opportunity to be socially distant.

Additionally, the attack rate for the young does seem very low, we haven't seen outbreaks of note amongst schoolchildren even in very high impact areas.
