One test (PCR) diagnoses acute infection: are you sick now? The other (antibody) detects past infection: have you ever been sick? Unfortunately, this is what happens when you have an absolutely incompetent and corrupt person as POTUS and GOP leaders are all in lockstep with such a person. The transparency and accountability to truth takes a back seat to loyalty to the leader and party.

Trump does suck, but federal agencies have a certain amount of autonomy. It's not credible to blame Trump for every CDC or FDA screw-up, and doing so effectively gives a pass to deficient agency culture & practices.
