I don’t understand how people can’t see that the CDC guidelines at first were because they were afraid people would panic and the feds knew they didn’t have enough stockpile. The recs were based on supply not effectiveness.

Indeed. When CDC first said it, I was shocked. I googled CDC mask recommendations and discovered a paper in which they had recommended universal masking after studying its effectiveness in another outbreak—SARS, I think. They were now contradicting themselves.
