Yes, please. I love all the Kerala stories but there are lots of regions with terrible governance and similar numbers. While it appears that good governance can help contain outbreaks, terrible governance doesn't seem to dictate there is one. Some of these pieces fit the noble savage genre. Yes, there are public health rock stars in poorer countries. But there are also places with grave problems some of which have (so far) avoided outbreaks. What's going on? Dunno. But the just-so story is a disservice to the crisis.

I don't agree that these are 'just-so' stories. You write 'How Hong Kong Did It' but then write off the public health work in places like Kerala. This doesn't make sense. I don't get why you praise Hong Kong and say Kerala somehow just got lucky.

I think the puzzle is more of the places that avoid an outbreak, even though there are many conditions for one, and the differences in scale. Philippines? Japan? Iraq? It’s possible they will eventually get hit badly. But it’s not Lombardy there.
