Yes, please. I love all the Kerala stories but there are lots of regions with terrible governance and similar numbers. While it appears that good governance can help contain outbreaks, terrible governance doesn't seem to dictate there is one. Some of these pieces fit the noble savage genre. Yes, there are public health rock stars in poorer countries. But there are also places with grave problems some of which have (so far) avoided outbreaks. What's going on? Dunno. But the just-so story is a disservice to the crisis.

Fair, but Kerala is very far from a noble savage, and the international development people who plug it have long thought highly of it.

I'm obviously talking about the genre of stories about a variety of places, not about any of the places. Kerala has always been rightly lauded for its public health focus (and also literacy).
