There are questions about what it takes to avoid a big outbreak, but once you have one (we do!), it takes mass testing, extensive and fast contact-tracing, not-at-home isolation, universal masks plus shutting down some potential super-spreading environments to get it beaten back.

Yes. You have to let people have this option. I know people argue whether it should be mandatory. Given atomization of American society and distrust of institutions (which shouldn't surprise anyone) the likelihood of the population adhering in sufficient numbers to a coherent response in an emergency is very low. This has exposed our failed society. Imagine a worse situation.

It has to be voluntary in the USA though & im not sure there is (or should be) any way around that. Not everyone will agree & we cannot force people kicking & screaming like in China (that’s a good thing btw)

But in China, isolation within the household appears to have been successful,eg household attack rate was zero in 14 households where infected person isolated & masked. China ended up yanking people from their homes, as it wasn't working. I'm not suggesting compulsory though. I think if offered in the right way (subsidized, comfortable and efficacious) a lot of people would jump at a chance to spare family. Spare room/bathroom etc. are not easy.
