Yes, we need to test more people, but "we are still testing too many cases where we already suspect people are sick." How does it make any sense to be treating 5x as many people as if they have COVID-19?

For fixed accuracy, there's gonna be a sensitivity vs specificity tradeoff on the process that identifies someone as needing a test, however you construct it. Right now, we're erring on the side of specificity due to limited test capacity - but we need sensitivity.

It is under 10% here but we do extensive contact tracing and our case numbers are falling. We are currently in the teens and twenties of cases per day (Santa Clara County, Califonia) 9.6% positive rate currently here. As cases fall, fewer people to contact trace.
