A few limits: Not all transmission happens where cloth masks would help. For example: household transmission, healthcare settings where transmission occurs despite PPE because medical workers do high-risk procedures AND masks don't replace the value of distancing! They add to it.
Sure. I don't see why people would take "stop social distancing" from that—would have to look at a single graph label in an article, and makes that big a decision without reading a word of the article. But okay, I'll ask others! Don't want to mislead for sure.

We keep saying "in addition to distancing and hygiene" every chance we get. I think people understand those by now, but for some reason, masks are still misunderstood. Hence the focus.
