If anything, it looks like they accidentally did the right thing for once by applying the existing pandemic playbook. Supplies should go to wherever things are worse, with some arrangement for reciprocity. Besides they could have sent supplies *and* ramp up domestic production.

And China is able to make supplies now for us because they were able to control their outbreak to some extent.
