I believe the idea is to limit your exposure as much as possible. Anything that puts you within 6 ft of another person isn't a great idea. One choice is a necessity, one isn't.

What people are missing is that six foot indoors and six foot outdoors are very different things (UV+ventilation) as are sustained contact and someone walking by. This will be perhaps a year—we cannot keep people indoors for that long. It would significantly worsen the toll.

Look, I’m not arguing the need for outdoor air AT ALL. I never was. What I’m saying is there is no way to control the volume of people entering public spaces, especially here in NYC, where we’ve lost over 11k people.

Of course there are many ways to do that. There are many many many ways to do just that. Congestion management is done is so many other contexts. Anyway, I'll just leave it here.
