Of course they will. And of course even imperfect location tracking will help if part of a trace and isolate program. If people have privacy concerns, they should argue on those grounds because “it won’t work” won’t hold—not true has a way of losing these arguments in a pandemic.https://twitter.com/jenvalentino/status/1248674225155715072 …

(Significant) privacy questions aside, I see folks saying Bluetooth contact tracing apps won't work because not everyone will use them, etc. The epidemiologists I talked to told me they took this into account in their models and such apps still looked to be helpful.

Privacy concerns should be addressed as privacy concerns. Trust me, “location tracking won’t even work because cell data is imperfect” will not stand long because it will obviously work enough to win that argument quickly. (PS. I’ve been writing about threats to privacy forever).

Every other method, too, is imperfect, with significant false positives and negatives. Six feet distance is an estimate—depends where and dose. Antibody tests have ranges. Tests misdiagnose. Fever is not a consistent symptom, etc. Phone surveillance is not different.

In sum, privacy concerns can only be addressed as privacy concerns, not behind any kind of “it won’t work” framework.

One of the nice thing about Apple/Google proposal and similar Bluetooth LE beacon schemes is they both provide much finger grained location data and the intersection/computation is computed on the phone.

It won’t work, at least in the short term and probably for longer, because there will be trolls, non-disclosers and too many positive reports from incidental contact. It works better if paired with different norms or other more repressive state policies.

For certain, the apps will need to use Bluetooth, in addition to cell data, in order to work. I don't see any reason why it wouldn't be implemented this way. If you look at apps with similar function, like Tile, this is how they work. GPS + Wifi + Bluetooth to get location.

“Location Tracking” is misleading too, as GPS data/location info is not required. “Proximity Tracking” is a better term.

Is the anonymized info in the daily alerts in Korea a private enough move? (So grateful my daughter is able to stay there a few more months.)
