Every other method, too, is imperfect, with significant false positives and negatives. Six feet distance is an estimate—depends where and dose. Antibody tests have ranges. Tests misdiagnose. Fever is not a consistent symptom, etc. Phone surveillance is not different.

One of the nice thing about Apple/Google proposal and similar Bluetooth LE beacon schemes is they both provide much finger grained location data and the intersection/computation is computed on the phone.

It won’t work, at least in the short term and probably for longer, because there will be trolls, non-disclosers and too many positive reports from incidental contact. It works better if paired with different norms or other more repressive state policies.

For certain, the apps will need to use Bluetooth, in addition to cell data, in order to work. I don't see any reason why it wouldn't be implemented this way. If you look at apps with similar function, like Tile, this is how they work. GPS + Wifi + Bluetooth to get location.
