It's failed in that it's not enough. Otherwise, yes it's incredible and enormous amount of work. But I think Taiwan shows the clear path, you need tracing and testing and masks. Taiwan even has schools open since February, five deaths.

As a former firefighter / paramedic I have worn from SCBAs to masks to N95. Preventing contact and proper wear is not trivial even with training

Adam has actually linked to the definitive (so far) Cochrane review and meta analysis. There is one cluster RCT in a dorm. It shows...at least they aren't harmful wrt ILI.

This one gets pretty close. Surgical masks versus nothing. https://www.ncbi.nlm.nih.gov/pubmed/21735402 The BMC paper implies that masks work—by capturing pathogens on the outside of the mask (instead of in someone's respiratory system).
