Mask debate is something I have never expected before, maybe coz I live in Hong Kong, & masks have become a "reflex" for us after 2003 SARS. What I think is, given ALL other measures heavily employed in countries couldn't slow the virus, why not try some fabric masks? No harm.
You can isolate it for Japan. They don't really socially distance, there is no mass testing, there is dense public transportation, there is no tracing. But they wear masks! 60-80 percent depending on estimate. They have upticks, but they aren't Lombardy or NYC.
