I think it's a supply issue in the US, and probably abroad. Since we don't know enough about what causes false negatives, it gets tricky to do random tests, as some might interpret a randomized test -> negative test result as a badge of imperviousness

The main issue seems to be that certain chemicals used for testing are in short supply. But there's probably ways around that.

I've only seen one firm in Colorado set to test an entire county. Other than that I assume limited supply...

No capacity. The available tests are all taken up by the exponentially rising number of serious cases, and the mild cases among healthcare workers. Hopefully this will change.

Before we can do random testing we have to test the mild cases that are already happening. That would require a massive number of additional tests.
