There's a lot of qualifications in the WHO statement that so few seem to understand. Yes a culture using masks can be useful. No it doesn't protect individuals.

I realize this, but I said so in the spirit of the last sentence. With proper care it does, and even basic materials give better-than-nothing protection. It is just tiresome to see people argue it doesn't work at all when it says so - right in the text.

But it says you don't need it if you are not sick. That is completely incorrect. It protects the community if you are asymptomatic but spreading; it protects you some if you are not at all sick but are around asymptomatic people (which e all are if out).
