Seems like more needs to be said also about health care organizations at all levels, which generally are not part of gov't. Our system is built to extract optimum profits out, and enrich doctors and healthcare admins. Private orgs also woefully unprepared here.

This is a failure of government and governance. The GOP has spent years denigrating government and cutting funding to the parts of government set up to support people in times of need. Public health officials are experts in recognizing patterns of health problems.
