The coronavirus thing is tough to message around with nonvulnerable populations because it's hard to strike the persuasive note of "you, personally, will probably be fine, but other people may not and it is now your responsibility to specifically worry about them."

Hong Kong has an unrepresentative widely distrusted government but despite that, society jumped to action in Jan. They've kept this remarkably under check almost despite their government. Can't fully replicate, but all the "but the flu" from messaging from media did huge damage.
