Hong Kong had every reason to have an exponential epidemic (lots of travel from Wuhan/China) and yet has dramatically slowed the spread. Two deaths total. So if the China model is (very) strong state action, the HK model is civil society vigilance and action, the US model is ??decentralized to states and communities?? Not sure how to characterize...

US model seems to be localized, behind-the-curve action with variation. Probably will have big outcome variation. I think Seattle is in the news because they have better surveillance infrastructure and, crucially, their own tests—rather than being the only place with an outbreak.
