It’s basically a unique fingerprint which will allow Facebook (or anyone else with access to the ledger) to know who uploaded a photo to FB, and when - even if it spreads outside the platform.

In order to prevent offensive contents from being shared or re uploaded. Black-listed content can be blocked easily with this mark-up. Some laws order FB to retract offensive or terrorist content.

They don't need to do that. There's very simple ways to make sure two pictures are identical, particularly hashing.

If you want to beat it copy your picture to open source pic program like http://paint.net and then reformat it, resave it and, viola, no data attached.
