Speaking from direct experience: they don't let you on the plane. You can do walk-in renewals in DC, but you'll need your itinerary for expedited processing.

I *think* you get to stay as long as your passport is valid? I know that's the case if you fly to the US with your passport about to expire.

In my direct experience the airline won't let you board the flight and then you give a lot of money to the passport office to get an expedited passport.
