So, you’re saying that the white people who were privileged enough to afford the trip from Europe made it, the rest were stuck and suffered. Not counting the millions who failed to find the promised fortune, and had to work for years just to afford the return ticket, of course.
Teaching, pre-K to K-12 so the next gen has a chance. Care work--there is a lot of need there, and it's unfortunately terribly-paid. Infrastructure is also huge. Just those two would be huge. Also, once you have some core industries, those people spend money on other stuff.

This. If you live in a small town, and you want to stick around because it is a good place for your kids, you start your own business without waiting for some outside investment. That is what small business loans and modest ambitions are for.

Those are neither minor numbers nor is it make-work. The need is absolutely there. The society just spends money on other stuff. Once there is some money flowing in, who knows what else might take off? A lot of those regions are beautiful with plentiful resources.

And if it is done well, those kids who *did* move away to get that degree might just want to come back when it is time to start a family. I see this a lot with the small island community I am from. That is because of a serious, dedicated effort towards culture, sports, schools.
