Decades of research shows job training programs don't work at scale because of lack of *supply* of appropriate good jobs. I have seen many, many "teach computers to poor people" efforts over the year and studied them in my disseration. My most common observation is that they are wasting people's time and should just give people the money directly. Focus should be on living wage for realistic jobs.

Without disputing anything you're saying, what are "realistic jobs" in some areas? Apart from (perceived) job supply in programming, it can (often) be done remotely. That's rarely true of other fields.

I think most entry-level jobs for people coming from these kinds of backgrounds would have to be local, and would be a well-paid internship for awhile, at best. I don't think people understand the depth of the inadequacy of the terrible K-12 education in many of these places.

It's not just about actual academics, either- knowing how to manage work flow, communicate, write & present, work with others, stand up to authority respectfully etc. are all vital skills. Most are learned inadvertently by middle class+, but not working/lower class
