Decades of research shows job training programs don't work at scale because of lack of *supply* of appropriate good jobs. It's not just about actual academics, either- knowing how to manage work flow, communicate, write & present, work with others, stand up to authority respectfully etc. are all vital skills. Most are learned inadvertently by middle class+, but not working/lower class
