Decades of research shows job training programs don't work at scale because of lack of *supply* of appropriate good jobs. Retraining people avoids dealing with the underlying structural problems that put those people in harms way in the first place.

The retraining notion also is comforting to some because it push most of responsibilities to the retrained. “You’re still unemployed??? We gave you skills! It must be you.”
