Decades of research shows job training programs don't work at scale because of lack of *supply* of appropriate good jobs. Exactly, & those networks require ecosystems of related jobs and services. Isolated teams or individuals are always at a disadvantage and it's not easy for tech companies to move locations or extend who operations—even disregarding the real political & cultural incompatibilities.
