I don't quite understand this take. Are people ignoring the surveillance system in the west? It's right there in the Economist article, and I seem to hear about it constantly (though I may be in a bubble). Should we not tsk-tsk authoritarian surveillance when it's in China?

Dont think this has anything to do with productivity. Most productive work requires a lot of focus which in return needs a feeling of security & peace - being watched bursts that isolation bubble! Possible backfire: Only psychopaths & pretenders will be working.
