I'm not saying Google should be fined even more. However we want to shape our digital world has to be done directly and explicitly. These indirect methods probably can cause pain to the companies but don't seem like they can create the positive outcome people hope for.

With what attention I can pay to this I get the impression that the leading tech co's believe within a few years they will be more powerful than any remaining nation-state & will call the shots going forward

Surely they can easily absorb the loss. The real metric for deterrence is the specific profit from the conduct being deterred. So if (conduct profit)–(fine)>0, it’s not a proper deterrent. People in policy and enforcement circles shouldn’t be allowed to wiggle out of this.
