Looks like yes - "Pursuit of policy contrary to self-interest" is the first chapter of March of Folly. (The book backlog pile gets taller.)

Jared Diamond also commented on this phenomenon in his book “Collapse” viz loss of Greenland. Always stuck with me and seems particularly relevant these days, when leadership’s interest diverge from society’s is when it all goes sideways....

Yeah, that books comes to mind, too. The thing here, though, is that first their interests diverge, and then they lose their mind. They're torpedoeing their own hold on power.
