Kindle can easily read PDF, though. It can even read DOCX and JPG.

Clunky and terrible reading experience and no easy note-taking ability. I just end up not being able to read the PDF books. My laptop isn't a good reading experience, my Kindle is.

Publishers often outsource their production processes to remarkably far-flung locations, which leaves them with little or no internal capacity to do even simple format conversions. (An author I know once described cracking Kindle DRM on his own books to get as-published text.)

An outside contractor does the conversion for them, and they don't want to pay for that while editing is still going on. In fact, sometimes the ebooks aren't ready when the hardcopy is.
