Maybe I don't understand what a children's kindle is exactly...but I read library books on my kindle through overdrive.

Guessing because they don’t currently have the ability to selectively block or allow books from third party services such as Libby (choice of many public libraries) Amazon probably hasn’t reviewed the collections of these services to determine which books are safe for kids

You can add an app to read downloaded books. On my kindle I used Calibre but there are probably others

I just upload them via Calibre so they're converted and look nice, but I read them within the regular ol' Kindle app!
