The question, then, is this: if the material is so complex that neither legislators nor tech CEOs understand it, who is qualified to draft a reasonable law? Are there enough people who are tech-savvy enough *and* legislation-savvy enough *and* in a position to draft a real bill?

You know who DOES know how things work? The people on the ground actually doing the work. However, they aren't the face(s) of these companies and don't/shouldn't have to speak to it. So, nobody's really trying to get to the bottom of anything.
