I'm not so sure that locking-in a contract to pay ELS APC fees in addition to subscriptions is quite as good a deal for universities as it might initially seem....https://twitter.com/zeynep/status/1071794976957317120 …

This is what needs to happen: all the universities get together and just .. don't negotiate. We do all the work, they pocket the profit. Why play at all? https://twitter.com/GosseVuijk/status/1071690509926785024 …

I didn't mean exactly what they did, but the idea of universities getting together rather than trying to deal one by one.

Oh, if that is all you meant ... most research libraries already negotiate in consortia. I wouldn't be surprised if UC system is as big as some country contracts. Of course, not a national group in the USA.

It is significant though when the univ admin backs the libraries in their efforts. We could definitely use a bit more of that in the USA.

I think what we need is all the major universities getting together. I mean, all. 😀 Announce that only open access journals will be considered for tenure decisions. And put a limit on payment for open access—Something proportional to the actual cost rather than hefty profits.

Im trying to imagine what would prompt that in this era of competitive institutional rankings. Curious, do you think any profit igoal is acceptable? Or, do you also join those who only want non-profit OA?

It's a classic collective action problem. That's why it's in their benefit to get together so as not to be preyed upon one by one. If all the big ones got together, and a good chunk of the mid-level ones, it would pull in everyone. Rank by open-access publishing instead!

Yep if the universities changed reward systems, the market would align. As YS of ELS said last week, their current business depends on rankings being what they are. I didn't sense he saw much danger of change.

But rankings is a problematic metric no better than IF. Did they sign @DORAssessment ?
